to try resolve the problem power cycle your console. Please hold down the power button on the front of the console for approximately 15 seconds until the power light shuts off. Wait about 60 seconds, then power it back on. Be sure you see the green "XBOX ONE" animation loading screen when you power it back up. Reset Router too and then try log in

Yes, that was done when I did a network modem reboot, I did a console power cycle. Unfortunately, it did not fix the problem.

Have you tried to log in another profile? If not, please do try it out. And your error code means that " there's a network issue in connecting to the Xbox Live service. "
I suggest to test also your network Multiplayer and the Detailed network. So you can get your console network speed.
You can also try these following troubleshooting.
First is to remove a Microsoft account from your Xbox One console
1.Press the Xbox button to open the guide.
2.Select System > Settings > Account > Remove accounts.
3.Select the account that you want to remove, and then select Remove to confirm.
4.When you're finished, select Close.
Do a power cycle before you add your account back
1.Turn off the Xbox One console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.
2.Unplug the console's power cable. Wait 1 minute.
Important: Be sure to wait 1 minute. This step resets the power supply.
3.Plug the console power cable back in.
4.Press the Xbox button on your console to turn on the Xbox One.
(NOTE: do not use surge protector as it affects the console functionality. Xbox one power supply has already a built in surge protector)
Add your profile then:
1.Press the Xbox button to open the guide.
2.Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new.
3.Enter the email address for the Microsoft account that you want to add, and then select Enter.
4.Enter the password for your Microsoft account that you want to add, and then select Enter.
5.Read the Microsoft Service Agreement and Privacy Statement, and then select I Accept.
6.Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox One console.
